In obedience to Circular No 6 Series of 1866 Hd Qrs Asst Comr State of Va. I have the honor to report that affairs pertaining to the Bureau in this Division have for the last month been more undisturbed than usual by difficulties arising between the two races. Some instances of whipping & ill-treating the Freedmen, as usual, nevertheless. The approaching election will tend to intensify the prejudice that exists between the Whites & Blacks.
It will be a matter of almost utter impossibility to effect among the Freedmen any radical temperance reform so long as the evil is encouraged as it is by the whites by both precept and example. 
The Colored school at this place is in a very flourishing condition numbering upward of one hundred pupils.
