to commence their yearly amusement and tricks of beating and driving off their Laborers after the Crop is almost made. Last year there was no remedy but now the prompt exercise of my authority as Magistrate remedies the matter and compels such employers to pay their Laborers money wages for the time they labored there.

The Overseers of Poor of these counties will take charge of the pauper Colored on and after the 1st of Oct 1867, when they will be no longer an expense to this Bureau.

Two Freedmen Schools are now in operation, and with the assistance furnished by this Bureau another school will be shortly opened.
