In the matter of the faithfullness of the freedmen to their contracts, during the past month, I have heard but little complaint comparatively - Generally they are more faithful than their employers - and in this connection, I am grateful to be able to state that in the matter of appreciating the nature and obligation of contracts, the colored people have not only made marked advancement, but in many case, more clearly comprehend the legal binding nature of contracts, than the whites do.

Concerning the pauper population, that is decreasing gradually, notwithstanding the indifference, on the part of the county authorities, to assume the responsibility, and to provide for
