I have the honor to submit this following "Report of Bureau Affairs" required by Cir: No. 6. from Hd Qurs. Asst. Commr Va. 
The County is quiet - freedmen are temperate & are working well, with few exceptions. The feeling between the whites & freedmen seems to be harmonious. The only trouble, is about money matters, numerous persons who owe the freedmen being about to take advantage of the Bankrupt Law, by so doing their hands will lose considerable money coming to them on settlements yet due for 1866 & in some cases /65. It is to be hoped that they will be taken under the special protection of the Court & their dues granted.
