Bureau Refugees, Freedmen, and Abandoned Lands,
Office 1st Div., 1st Sub-District, Va.
Norfolk, Va. September 30th 1867

Bvt Brig General O Brown
Asst Comr Dist Virginia
General
In compliance with Circular No 6 Series 1866 from Hd Quarters Asst Comr State of Virginia I have honor to report that but little change has taken place in the condition of Bureau Affairs in this Division since last report. All the indigent Freed people except those in the Freedmens Hospital at Norfolk and those in the Old Folks Home Princess Ann County, have been turned over to the City and County Authorities. Scarcely enough time has yet elapsed since they received them to form a definite opinion of the manner in which they will be treated. The officials charged with their care profess their willingness to provide for them but I fear the cities of Norfolk and Portsmouth owing to their financial embarrassments will be able to render but little assistance to paupers of either color.
