In compliance with instructions contained in Circular No 6, dated Bureau R.F and A.Lands Head Quarters Asst. Comir. State of Va. Richmond Va. January 30th 1866. I have the honor to submit the following report. 

The condition of the Freed-people of this Division has not materially changed since my report for August. I find them gradually improving and gaining respect from numbers who heretofore have been enemies to the colored race. Their moral advancement and education which one year ago was so much opposed by the whites is now being encouraged by latter. The Freedmen are industrious and doing much better than the vindictive press will give them credit
