for. They are today better off and better prepared for the forthcoming winter than the indigent whites who undoubtedly will be the main sufferers. This class are already objects of charitable consideration but most of them are thankful for the aid they receive from the Government. I would recommend that no more rations be issued to others than Loyal Refugees and Freedmen and throw the responsibility of caring for the orphans and widows of those who fell in battle opposing the United States Government where it rightly belongs. The city of Richmond is able and should be compelled to make provision for her paupers, appropriations are raised for other purposes no one of which is of more importance than to provide for the helpless widow and orphan. The Freedmen are able to make ample provision for their families unless the Tobacco Factories should suspend operations. Should this occur it will be necessary for the Bureau to make some provision for this class. The County of Henrico although deeply in debt has made an appropriation of $5000 for the
