support of her paupers and $2000 to erect or purchase the necessary buildings for this purpose. 

Chesterfield County has made no appropriation but I am informed she will at the earliest moment possible. The temperance movement among the Freedpeople of Richmond is gaining ground. I have already organized one society numbering 83 members and as soon as the city is thoroughly organized I shall then extend its provisions into the Counties of Henrico and Chesterfield. Unlawful cohabitation is an evil among the Freedpeople at this time and unless a speedy remedy is offered I fear some of this class will become impressed with the sinful course which the curse of slavery instituted and encouraged among them. The act passed by the general assembly of Virginia on the 27th day of February 1866 having been rendered inoperative by a decision of the United States Circut Court it has greatly impaired the onward progress of the Freedpeople in this relation. The civil courts of this Division take but
