General,
I have the honor to report the affairs of the Bureau in this (1st) First Division (Counties of Frederick and Clark) 9th Sub-Dist State of Virginia in a very favorable condition especially among the industrious Class, those that are able and willing to work find ready employment and do not experience much trouble in getting their pay as a general thing. The greatest difficulty that the Freedmen in this section have to contend with at present is the indifferent disposition shown by the Civil authorities in regard to their complaints against the whites when they are assaulted by them. In one instance during the past month a Freedman was obliged to call upon the Military Commissioner, before he could get a proper hearing in a case that he had complained of to the Civil authorities wherein a white man was the aggressor,
