I have the honor to transmit the following Monthly Report for the Month of September 1867. in compliance with Circular No 6, Bureau R. F. & AL. Head Quarters Asst Commissioner, Virginia, Richmond Va January 29th 1867, of the Condition of Bureau Affairs, the State of Feeling existing between the Whites and the Freedmen in the 3rd Division, 1st Sub District, Virginia, consisting of the Counties of Nansemond and Isle of Wight, Virginia,

The Condition of Bureau Affairs in this Division is good, The Freedmen are prospering, there is sufficient labor for the demand, and the Freedmen are industrious and receive fair wages for their labor, and are doing well, and are well satisfied and contented.

The State of Feeling existing between, the Whites and the Freedmen is not very good, The Freedmen being disposed to treat the Whites, in general, with Suspicion, and place very little confidence in them. The prejudices of the Whites against the Colored people is still very strong, but they seem better disposed toward the Freedmen, than they did before the Reconstruction Acts were passed, which gives (over)
