0065 Bureau Refugees Freedmen and A Lands Hd Qrs A.S.A. Comr. 5th. Div 6th S.D. Va. Heathsville October 30th. 1867 Bvt. Brig Gen. O. Brown Asst Comr. State of Va General. In compliance with instructions contained in Cir no "6" dated Hd Qrs Asst Comr. Bureau R.F. & A.L. Richmond Va Jany 29th. 1866. I have the honor to report that the feeling existing between the Whites and Blacks, in the counties composing this Division, is not now as cordial as it was in the earlier portion of the year. The excitement attending the election of the 22d, and the failure of the Whites to control the colored vote, as they confidently expected to do, seems to have created a feeling of antagonism between the races, such as did before exist. No actual violence has as yet been used by either side. No discharge of laborers has taken place on account of voting contrary to wishes of employers. Very Respectfully over
