I have the honor to report, in compliance with circular no 6 dated Hd. Qrs. Asst Comr State of Va Richmond Va January 29th 1866. That the state of feelings existing between the whites and Freedmen is all that could be expected: There have been no cases of ill treatment to Freedmen reported to me during the present month.

I have also the honor to report in compliance with circular letter dated War Department Bureau R F & A. L Washington May 15th 1867 and circular no 14 dated Richmond Va July 10th 1867, that there is comparatively little intemperance amongst the Freedmen in my Division: The Freedmen seem to take very little interest at this time in the Temperance movement and devote their whole attention to politics and my other duties have prevented me from giving
