In obedience to Circular No 6 Series of 1866 Hd Qrs Asst Comr Bu RF&AL State of Va I have the honor to report that by the results of the recent election the Whites have arrayed themselves against the Blacks wit a great deal of bitterness, declaring that they will not give them employment but drive them from their plantations. Some have carried the latter threat into effect. In such cases however I hold the employer strictly responsible for the wages of employees thus discharged for the whole year if he was employed for that time, and where they ruthlessly persist in their dismissing them (the Freedmen) for no other than a political cause.
