In compliance with Circular No. 6, Series of 1866, Head Quarters Asst. Comr. State of Virginia, I have the honor to report that I consider Bureau affairs in this Division still in a prosperous condition. Sat withstanding the excitement that has prevailed for the last few months with both white and colored. The want of securing an honest livelihood has been little, if any neglected by the negro. Crops are coming in as abundantly as could be expected from the exhausted state of the land that has to be cultivated, there is enough at least for man and beast with some to share.
The excitement of the election just held seems to have made but little difference in the feelings between the two races, which little, will, undoubtedly be of short duration. There was a manifest disposition on the part of the whites of this county to influence, or control the vote, which was prevented by timely care and attention, and so arranging matters that every man could know how he was voting and vote as he wished. I think if the Election produced any ill will on the part of the whites it is all toward myself.
