In compliance with existing instructions from Hd Qrs Asst Com'r State of Va, I have the honor to submit the following Report, of the Condition of Bureau Affairs, in the bounties of Nottoway e. Lumenburg Va for and during the month ending October 31st 1867.

Throughout these bounties the Freedmen are laboring fatefully, and I hear no complaints of their idleness, nor are I aware of any colored Vagrants to be found here. They are all realizing the importance of working for their support, and are doing so. No advance of progress has been made in the Temperance Cause since my last Report, and it is to be regretted that a large number of the Freedmen are addicted to drinking, frequently to excess The feeling existing between the Citizens and the Freedmen; is not, of a cordial or friendly nature, and though the latter class treat the former with a certain amount  of respect. Still a feeling of distrust is apparent, in their conversation and dealings with each other. This is to a great extent owing to the swindling and extortion practiced upon the Freedmen during the past year, by a class of dishonest, and imprincipled employers.
