I have the honor to forward the following "Report of Bureau Affairs" required by Cir. No. 6. fm[?] Hd.[?] Gens Asst. Comms. Virginia
The month has been considerably more unquiet than any previous one during my service here. The excitement attendant upon the coming election, and the frequent unauthorized absence of the freedmen to attend clubs, meetings, and "speakings", often taking three days in the week, has caused great complaint amongst the farmers. The freedmen also, many of them refused to work; after the present crop was housed; although they had contracted to work "for the [underline]year[underline][underline]1867"[underline] they refused to prepare for nextyears crop, or to make any cont-
