I have the honor to submit the following report of the state of the Freedmen in this sub district.

The Freedmen are willing to work and inclined to do what is right when encouraged by their Employers, who in many cases show a disposition to take advantage of them. Some cases have come to my knowledge of Freedmen being discharged for voting the Republican ticket.

There is but very little intemperance among them. Efforts are being made to start a school at San Marino, and at Carr's plantation.
