General

I have the honor in compliance with Circular No 6 Hd Qrs Asst Comr dated Richmond Va January 29th 1866 of the conditons of Bureau affairs in my division for the month of October 1867.

The Freedmen have all as general thing done very well this year the difference that were so frequent last year between the Freedman and his former master have generally diminished controversies between them are not frequent they seem to be getting along very well indeed.

No Colored person [[strikethrough]] s [[/strikethrough]] as yet has made complaint to me of being discharged by his employer on account of voting the Union ticket which they all did but eighteen in the whole County out of over 80 who voted.

No disturbances occured between the whites blacks on the election day everything passed of in the whole County without the slightest disturbance no intimidations or frauds are
