General:
I have the honor to report in compliance with Cir No. 6 Hd QRs Asst Comr of Va of Jan'y. 29th 1866, that the condition of Freedmen's affairs, the feeling between whites and blacks &c is not quite as favorable as before the election on account of the two classes having voted differently. I see no change or hostility of feeling on the part of the blacks, but on the part of the whites there is considerable bitterness. It is manifested thus far principally in talk however, and I think it will pass over without serious results. The temperance cause among the freedmen does not progress, so far as total abstinence is concerned, but there is verry little drunkeness among them. The condition of things generally is as favorable as could be expected.
