General:

In compliance with Cir No. 6, I have the honor to report that Bureau Affairs have been getting along very well. that the prejudices between the two races was shown more decidedly during the past month than ever before, and may be said to be deep rooted and strong in both races. The conduct of Freedmen has been very good considering the political excitement of the past month. The election in the Division passed off very quietly, not even a trivial disturbance between the whites & Freedmen, or amongst the freed themselves. There have been several instances where freedmen have been turned out of employment since the election took
