In compliance with provisions of circular No. 6 dated Bureau R.F. and A.L. Head Quarters Asst. Commissioner State of Va Richmond, BA. January 30th 1866. I have the honor to submit the following report.

With reference to the pecuniary condition of the freedpeople in this Division there is no material change since my report on Bureau affairs for September. There are but few freedpeople from either Henrico or Chester field counties appealing for government aid. In this city there still remain many old and helpless colored people and women with large families of children who are objects of charity. While this number has greatly diminished during the past year the destitution among the whites is gradually increasing.
