The colored people are doing all that could possibly be expected of them in fact they remain faithful to their employers under circumstances that would cause the laboring whites to seek employment in a clime where servitude is less prevalent. During and since the election held in this city pursuant to orders of the Major General Commanding this District there has been much said against and attempts made by disloyal persons to bring reproach upon the colored voters, while the rebel press of this City discover wholesale frauds committed at the polls by colored voters and accuse them of inciting riot; as registering officer for this city and in this capacity on duty until the last vote was polled I am unable to find where there was any fradulent votes cast by the colored men and further I am unable to discern where the colored men have exceeded the majority of the whites in instigating riot. No riot has occurred and at no time was there one perceptable unless seen through spurious eyes. For
