General,

In compliance with Circular No 6. Bureau of Refugees Freedmen & Abd Lands Head Quarters Asst Commr, State of Virginia, Richmond Va, dated January 29, 1866. I have the honor to report that the feeling existing between the Whites and Blacks is not good. The ill feeling is caused by the recent election, previous to which the Whites were apparently very friendly towards the Blacks, but when at the election they cast their votes almost to a man "For a Convention" the whites felt very bitter against them; and combinations to deprive all laborers in this city of work - white or black -who voted against the so-called conservative ticket, was fully discussed by the whites, and a number of Colored Men were discharged the day after the election, but since the result of the election has been made known, I have not heard of any further
