I have the honor to make the following report in obedience to Circular No 6 dated Head Quarters Ass't Com'r January 29th 1866 for the month of October 1867: 

Since writing my last report I have seen many things to convince me even more than previously of the truth of the statement frequently made heretofor, in similar reports to this , that military restraint is indispensable for the protection of the Colored population and the Union White man. 

Since the late election the feeling of bitter hate and proscription from the Ultra Southern men (conservataives they call themselves) toward those who voted the Republican ticket, has steadily increased and now these different parties are
