In compliance with circular 6 series 866, I
have the honor, to report for the month of Oct.
1867, that the conduct of the Freedmen has been
very generally, good. They have been industrious,
peaceable, and obedient to the laws. Very few instances of complaint; that they did not perform their contract with their employers, have occurred during the month. On the 22nd of October, election day, there was great excitement at the various places of voting, but all passed off without any disturbance. The Freedmen with great unanimity cast their votes "for a Convention", and for the Republican candidates for Deligates to said Convention. Their employers had previously used all the influence in their power, accompanied with threats of discharge from
