In compliance with Cir. Number 6, Series of 1866, I have the honor to report There is no particular change in Bureau affairs to note since my former report. The Freedmen are generally well employed, industrious, and peaceable. Nearly all are able to support their Families comfortably. Many are saving a part their earnings with which some have and others intend to purchase land for homesteads. There are some large Families of small children whose parents find it difficult to support. There are a few aged and infirm, and orphans who are dependent upon charity for their support. All the counties in this Sub. District, make  provisions for the support of the destitute without regard to color but through fear, or prejudice, or some other cause, the colored people refuse to accept the relief on the terms offered. To go to the poor house is considered by them a disgrace which they will not submit to till driven to the last extremity. They assist each other to some extent, but still many suffer rather than receive the aid provided.
