I have the honor to report an improved condition of Bureau Affairs, in the 1st Div. 9th Sub. Dist. 

The freed people are generally employed, at wages ranging from $10. per month to $1 per day. 

The social evil of drunkenness is not of so frequent occurrence as formerly, and scattered families are again coming together - Nor are they neglectful of the importance of education - 

Within the past month five self sustaining schools have been established in this division, and others will shortly follow. The aged and infirm, however, who receive outdoor relief from the Overseers of the poor, are still in a suffering condition, without clothing or comfortable homes; the coming
