B.R.F. & A.L. Office 3d Div. 9th Sub. Dist.
Woodstock Va. Oct. 31st 1867.

Gen. O. Brown
Asst Com'r.

General
I have the honor to report that there has been no material change in the affairs of the Bureau, during the month of October 1867. - The elections passed quietly, with a single exception. The night before the election a party of young men, (names unknown, as they were disguised.) stopped a colored man & threatened him & others of his color, with death, if they voted "the Union Ticket". - Suffice it to say said threats had no visible effect. The Temperance caused remains status quo.

Very Respt'y Your Obt. Servt.
