In compliance with Cir. No 6. Series 1866, Bureau of R.F. and A.L., Head Quarters, Asst. Comsr, State of Va., I have the honor to report that the affairs of this Bureau have, during the present month, met with no especial obstruction. 

With regard to the prevalent opinion, in this section, in respect to the Bureau especially, I can not say that there has been any change for the worse excepting in relation to the reconstruction measures adopted by Congress. There is no mistaking the fact that all opposition in their power was made to defeat the Convention. The cause of this change of
