I have the honor to forward through Hd. Qrs. 6th Sub Dist. Va. the following report in compliance with Circular No. 6, dated Hd. Qrs. Asst. Com'r. Richmond Va. January 29, 1866.

The feeling of the whites toward the Colored people since the election is of such a character that a colored person cannot speak to a white person and receive a civil reply ; the feeling of the whites have been as bitter ever since I have been stationed here, but previous to the election they did not show it so openly and their smooth way of treating the colored people having made but three Conservative colored voters in Essex County of course it is natural that the hatred so long concealed must now come out.
