I have the honor to transmit the following monthly report for the month of October 1867 in compliance with Circular No. 6 Bureau R.F. and AL. Head Quarters, Asst Comr. Virginia, Richmond Va January 29th 1866, of the Condition of Bureau Affairs, the State of Feeling existing between the Whites and the Freedmen, and other facts connected with the welfare of the Freedmen in the 3rd Division, 1st Sub District, Virginia, consisting of the counties of Nansemond and Isle of Wight, Va.

The Condition of Bureau Affairs in this Division is good. There being sufficient labor for the demand, the Freedmen who are able to work, are, or can be employed at remunerative wages. The Freedmen in this Division are industrious and are prospering
