of the Freedmen in all legal obligations and penalties is taken advantage of, and in some cases it would eventuate in an entire loss of the Crop on the side of the Freedmen were it not for the presence of a Bureau Officer here: many complaints have been made at these Head Quarters on account of this injustice; but the agreements being illegal, and so much being left to be understood very little can be done to ameliorate their condition; there is of course exceptions to this general injustice, and in some cases the Whites are acting in a spirit of generosity, and tendering lands to the Freedmen on the basis of Colonization, giving them a limited Lease without any great consideration, with the only provision that the Farming will be carried on in such a manner, not detrimental to the land occupied.

The Corn Crops, the chief and most important of this neighborhood may be considered a great success, and those Freedmen who have been fairly dealt with and were working industriously are placed above want and have fully solved the difficult problem of self maintenance; and I am gratified to say that, as a class, the Freedmen have fully accepted the new order of
