In compliance with the provisions of Cir No 6, Bureau RF & AL Hdqrs A.C. Richmond, Va. Jan'y 27, 1866, I have the honor to submit the following Report with reference to the condition of Bureau affairs in this Sub Dist. during the present month.

The feeling of enmity which seemed to exist upon the part of the whites towards the colored immediately after the late elections, seems to be gradually subsiding. 

The colored are as humble and patient as ever, enduring meekly the reproaches which have been heaped upon them, and not in any single instance, that I have heard, manifesting even a spirit of resentment, not to say of retaliation - the Richmond press to the contrary, notwithstanding. In this respect they have been true to their history.
