I have the honor to report, in compliance with Cir No.6 Hd. Qrs. asst Com. Dist of Va. that the condition of Bureau affairs is unchanged since the last report. Occasional misunderstandings arise out of a division of the crops, but so far have been readily settled without resort to Law. The Temperance movement is at a stand still & must remain so, until the Freedmen have meetings of their own. Even their progress will be slow, for, nearly all drink. The school work is not progressing very rapidly, owing to the division of the crops, which is occupying all the time of the Freedmen interested. I hope however to soon get the schools in operation. The Books have come & only work on the buildings is required. The arrest of Jefferson Hill Jr. by the military has had a fine effect in the
