In compliance with provisions of Circular No. 6, dated Bureau R.F. and A.L. Head Quarters Asst. Com'r., State of Va, Richmond Va, January 29th, 1866. I have the honor to submit the following report.

The most important matter pertaining to Bureau affairs in this Division is the destitution amongst the white and colored people of Richmond. Some of the largest Tobacco Factories have suspended operations until on or about February 1st, 1868. This has thrown several hundred Freedpeople out of employment many of whom are solely dependent on public and private charity. Another large number mostly Freedmen are idle having been
