advantage of this unfortunate class which fact is sustained by the increased number of complaints lodged in this Office against the whites during the present month. 

In the Counties of Henrico and Chesterfield I find but little suffering with the people and chiefly amongst the whites; the Freedpeople being better prepared for the forthcoming winter than the whites, consequently there will be but few cases for the Bureau to look after as Loyal Refugees and Freedmen. The soup house established in the City by the Bureau will prove a saving to the Government, as no one but the most needy will apply for this sort of food. Should the forthcoming winter prove cold and stormy it will be necessary for the Bureau to furnish a quantity of fuel to the Freedpeople of Richmond, particularly to the old and sickly.
