I have the honor to make the following Monthly Report for the Month of November 1867. in Compliance with Circular No 6. Bureau R.F & A. Lands. Head Quarters. Asst. Commissioner. Virginia Richmond Va January 29th 1866, of the condition of Bureau Affairs. the State of feeling existing between the Whites and the Freedmen and other facts connected with the welfare of the Freedmen in the 3d Division. 1st Sub District of Va consisting of the Counties of Nansemond and Isle of Wight Va

the Condition of Bureau Affairs in this Division is good. the Freedmen are prospering. there is Sufficient Labor for the demand. they are industrious and receive fair wages for their Labor. they are well Satisfied and Contented.
