I have no fault to find as a general thing with the whites in their matters of deal with the black man, for I believe they intend to deal fairly and justly, but they do not have patience to explain those things that the black man does not understand, and think he must take their work without asking any questions, which occasions many a mistrust, then he must call upon someone in whom he has confidence to make the required explanation. One of the schools that has been closed has reopened during the month but the attendence is not as full as during the summer in any of them which I find is to be accounted only by reason of the children not being sufficiently clad and shod to attend during the winter.
