In obedience to Circular No. 6 series of 1866 Hd. Qrs. Asst Commissioner State of Va, I have the honor to report that there has been but little alteration in Bureau affairs in this Division since my last report under the above named Circular, There is, however, an apparent tendency on the part of the Whites to keep up the seat of lands and to keep down the price of labor. All this bears hard on the Freedmen. In just many complaints are lodged at this office by the freedmen of unfairness being done them in the division of the crops. Some are discharged [[strikethrough]] upon [[/strikethrough]] for trivial reasons to confuse & defraud them in the final settlement. The Freedmen are chiefly working farms for an interest in the crops. I would again invite the attention
