General: In compliance with existing instructions from Head Quarters Afsislaut Commissioner State of Virginia, I have the honor to submit the following report of the condition of Bureau Affairs in the Counties of Holtinray and Lunenburg, Va., for the month of November 1864.

I am not informed of any idleness existing among the freedmen in this Sub-Division, but on the contrary all accounts agree that they are fully employed and laboring faithfully, appearing to realize the necessity of so doing in order to maintain themselves and families and also, in many cases, with a view to the future acquisition of a homestead, which seems to be a prevalent idea among them. 

I have neither seen or heard of any colored vagrants and believe there are none in either County.

As to the condition of the Freedmen in regard to temperance, I am not well informed, owing to the short time I have been here, but from the bills brought against them by their employers when they come to settle up, it is
