General:
In compliance to Circular No 6, I have the honor to report,
That Bureau Affairs are progressing as usual, no decided changes either for the better or worse. The prejudices and passions stirred up by the election are somewhat dying but, yet it will be a long time before it wholly disappears.

The conduct of Freedmen have been good and but few complaints against them have been made to me.

The winter now at hand finds some of them very ill provided owing to failure in crop and their disposition to spend as fast as they make. Some clothing for distribution amongst the most needy would be a charity and might aid some to keep from becoming a greater
