General:
I have the honor to report in compliance with cir. no. 6
[?] Dis. Asst. Coms of [?] of date Jan's 29" 1866 that
the condition of freemen's affair's
the feeling believes whites and 
blacks ve. appears on the surfaces
of things to be honorable, but it 
is easy to see that there is 
a deep-surrounded hatred on the 
blacks mainly [?] from 
political cases,This feeling is
as present a little more [?]
than [?] so far as talk
is concerned but most as far as
I believe I can see a little dimension of 
[?] among the freedmen. There are however 
no organized total obsliances(?) [?]
[?] and it seems impossible to
hone any except among the children
in the schools.
