I have the honor to report that the conditions of the affairs in York and Lauves City Counties have not materially changed since last report.
The removal of Matthews and Gloucentes
counties from the supervision of this office, will I think be attended with good results as it was impossible to pay tho proper attention to business in there counties coving to the [?] of the ferry over the York river. The increased prosperity of the freedmen of York
county [?] the discontinuation of the [?] ration
gives conclusive evidence of the fact that who[?] they
are helped without being helped to labor the work is
