In obedience contained in Circular No 6. Head Quarters Ass't. Com'r. State of Va. Richmond January 29th 1866 I have the honor to make the following report for the month of November 1867:

I regret not being able to make a more favorable report of the state of feeling existing between the Whites and the colored, than I have previously made.  This is doubtless due to the fact that political excitement is beginning again to agitate the country, and a large majority of the whites regard the Party to which the colored people universally belong as antagonistic to them and their rights and privleges.  It seems almost impossible for those who have heretofore controlled political matters in this section to realize the changes resulting from the late war, - and I candidly dispair of them ever to cease their efforts in putting down the colored people, until the adoption of a State Constitution which will
