General:-

I have the honor to report in compliance with Cir" No 6. S. 1867; that the condition of the freedmen in my Division, previous to the election was gradually improving, but since that event, their condition, pecuniary has grown materially worse, on account of many of them, having been day laborers, or hired by the month. and their contracts being ended. They are now refused work - they did not vote as their employers wished them to, and consequently when their contracts expired, they were generally complied with. by paying them for services rendered, and under existing orders. no exception can be taken. There seems to be a general disposition on the part of those who require labores , not to employ any.
