(neither white or colored) who voted the "Radical ticket". This creates considerable despondency amongst those who exercised the elective franchise, according to the dictates of their conscience.

All cases that have come under my observation where the parties have been discharged, for voting contrary to the wishes of their employees, and who had contracts for the year, have either settled with them satisfactory to both parties, or have taken them back to complete said contract. But large numbers of the colored people who voted contrary to what the whites style their interest, have been informed that they cannot remain on their plantations, after the expiration of their contracts. Acts of violence are becoming more and more frequent, such as assaulting, and stabbing, &c. One freedman who has been severly [severely] stabbed, by a white man, without cause or provocation. I issed [issued] an order for his arrest and placed it in the hands of a constable, but up to the present time, the perpetrator of the act is still at large, and in my opinion the non arresting of said offender is owing to the negligence of the civil officers, in whose hands the order was placed for his arrest. The general conduct of the freedmen (notwithstanding the whites would have that they were arming, and
