I have the honor in accordance with Circular No 6 B.R.F and A.L Hd. Qrs.  Asst Com. State of Virginia dated Richmond Va Jan. 29 1866, to make the following Report of the condition of Freedmens affairs in the counties of Rockbridge, Bath and Alleghany for the present month of November. 

Superficially observed the relations existing between the White citizens and the Freedmen appear to be very good. There are no riots or public collisions, and comparatively few complaints of particular grievances made by either class against the other; there is a demand for labor and all colored persons who are able and willing to work readily get employment at fair wages. Their religious, loyal league, school and the meetings are not disturbed even by the students in Lexington who are a terror to many of the white citizens of the town; the blacks are generally well clad and well treated by their employers, while they on their part are respectful and well behaved in these respects, being for the most part industrious and honest, and I believe all sensible White citizens give them a great deal of credit for their good conduct in the general relations of life

But it is the duty of a Bureau Officer to look under the surface of society and watch the passions that are seething beneath it, when the future is fraught with danger from the working of those passions and those in authority should know of their existences.
