I have the Honor to make the following report for the Month, of November 1867. in Compliance with instruction, Contained In Circular, No 6 Series 1866

the feeling between the Whites, and Colored, people of this County is not of So vibrant a Caracter [character] as that mentioned in my last report, the excitement Caused through the elections has some what Subsidied and the Whites do not appear to be so vindictive as at that time. The nonal [normal] Complaints are made by the Freedmen of their employers stating that they are turned away from their work and that the employers refuse to give them their shares of the crops or their monthly wages as the case may be, many of those cases are Adjusted by the A.S.A.C and others refered [referred] to the Civil Courts where the process is very slow in dispensing Justice the Whites complain that their Freedmen will not work according to Contract but I find, as a general thing that when those Complaints are investigated the Freedmen are not at fault.

There appears to be many Freedmen out of employment in the Town of Damille the Tabaco Factories have closed for the Winter and many are thrown out of employment I fear that there will be Considerable destitution of amongst the Freepeople here this winter as a general thing they are [[?]] and spend their money as they get it
