I have the honor to report the general condition of Bureau affairs in the 8th Sub. Dist. State of Virginia for the month of November 1867.

The Assistants in all the Sub. Divisions report a great want of suitable clothing for winter.

The want of clothing among the Colored people is more felt than any other. They have neither the skill or the materials to manufacture or the means to purchase. The high prices at which all the necessaries of life are held and the low compensation for labor render it very difficult for those having large families to provide any more than the cheapest food and roughest shelter. These large families and the infirm are those who are most needy.

The Freedmen are industrious, temperate, peaceable and law abiding citizens but owing to a lack of education and experience, they are easily
