I have the honor to report affairs in general pertaining to the Bureau in my Sub District comprising the counties of Washington Russell Buchanan Scott Lee and Wise for the month of November 1867, as follows.

The old and infirm and many of the women and children amongst the Freedmen here and particularly in the back countries are very indifferently supplied with Clothing and unless they receive clothing from the Government of som Northern Charitable Society will have to suffer this winter. The Freedmen of this place seem to prosper much better than in any of the other counties. At least 30 heads of families bought property in this county alone since they have been made free and four of them are building in
